* Adds placehold "PartCategoryTree"

- Global navigation (within the "Part" context) for part categories
- Replaces multiple tree views from legacy UI

* FIx for ApiImage component

- Do not continuously request if the user is unauthorized

* Add StockLocation tree

* Add initial data to nav tree panels

* Display data

* Render tree view

* Fix unused variables
