[bug] Trim stock allocation (#11060)

* Trim stock allocation

- Handle condition where allocated quantity exceeds available stock
- Prevent silent failure of build completion

* Fix display in buildallocatedstock table

* Consolidate table columns

* Fetch substitutes for BOM table
